Steps to Reproduce:
[Step 1] Go inside the dressing room menu.
[Step 2] Make sure mobile data/WiFi or Internet is off.

Can confirm in 1.21.2. I would like to add that you need to first disable wi-fi or mobile internet before opening Minecraft and the issue can be "fixed" by changing "Screen Safe Area" in "Video" settings.

Is there any reason why this should work differently? When the game has connection, it has nothing to show below, so it moves the buttons down. From what I can see in the attached screenshot, they're still entirely inside of the screen.

would like to mention that the issue also affect with the edit character box which the user unable to edit the character because it offline.
