The "Lil' Chilly" Achievement Reward is not tied to any Achievement. Instead it says The Item can be unlocked through an achievement. Pressing the View Achievement button takes you to the Achievements screen, not a Specific Achievement.
How to reproduce:
Select the "Lil' Chilly" item in the Character Creator
Observe how the Reward is not tied to any achievement in the Bottom box below
Observed Results: The Lil' Chilly Reward is not tied to any Achievements.
Expected Results: The Lil' Chilly Reward should be tied to an Achievement, pressing the View Achievement Button should take the User to the Details of that Achievement.

I've confirmed that "very long beard" is still unobtainable and bugged in 1.19.22. MCPE-153498 is also worth noting, it's a glitched character creator item.
Splitting off the "Very Long Beard" item into a separate ticket: MCPE-147780.
As of today, the Lil' Chilly Achievement Reward is now fixed.
