Horses cannot be fed to full health

My tamed horse has really low heath, like 3 hearts. When feeding my horse golden carrots, it only lets me feed him once, after that it only shows the ride button when holding a golden carrot.

Steps to reproduce

• Tame a horse.

• Saddle the horse.

• Cause the horse to take damage until almost dead.

• Feed the horse.

Observe that the horse only shows "feed" button once then "ride" button shows the rest of the time.
