Touch screen players are unable to touch sneak button while flying or in water. On touch screen, you can't build hoppers and other staff in creative mode while flying. You also can't use magma blocks to breath underwater because it will kill you.
Current behaviour:
Sneak button on touch screens disappears while flying or while being in water.
Expected behaviour:
Sneak button should always stay on screen.
