[MCPE-151047] Stairs rotate placed from boat

When placing stairs while seated in a boat, the stairs rotate and orient automatically and regardless of the preferred placement.

Can confirm. Bedrock on ios 1.18.2

Stairs are placed in incorrect positions when in relation to player in boat. Seems buggy as they appear to want to place themselves in the correct position but glitch into different positions and orientations. Final placement of the stairs varies on the direction faced.
