Villager stealing claimed workstations over 100 blocks away

I have a cartographer linked to a cartography table. And I have a librarian, where when I break the lecturn it becomes a cartographer and the previous cartographer loses their profession. Basically, a villager that is 100+ blocks away is linking to a table that another villager is already linked to. This did not affect 1.17.4, but only 1.18. This bug has been present in previous Minecraft versions but returned somewhere between 1.18 and 1.18.2

I'm on 1.19.2

Have 5 villagers all binded properly to their own beds and workstations.

Then I decided to add more villagers.

As soon as a new villager was made, binded beds and workstations are stolen.

They're all within the same house.

This remains an issue in the current update. Simply unloading my trading hall via entering a nether portal causes all employed villagers to have their job site blocks stolen by unemployed villagers. I first encountered this bug more than a year ago, so I can be reasonably sure it is the same bug being reported here. 

If you can reproduce a new villager steal an already-linked workstation, please created a new report with a video or test world showing the problem. The distance between a villager and what they link to being unreasonably far is a separate issue and is already tracked at MCPE-63311.
