It's been noted on a server I play on that people who use texture packs to remove particles are still getting particles. Upon investigation, I've deduced that the cause is the fact we have education mode enabled.
Looking at the files, the chemistry folder has a particles.png file, and it seems this is being loaded AFTER global resources rather than global resources over-writing the default files.

Reproduce:
Download any resource pack which removes particles visually and enable it in global settings.
Start a new world with education enabled.
Make a beacon or drink a potion. Particles will appear.
