Copper in the game is broken, it does not oxidize for a long long time, even when it rains, it still does not oxidize
Steps to Reproduce:
Step 1: Place Copper Block Exposed to air
Step 2: Wait for it, or increase the Random Tick Speed
Expected Results: Copper will be oxidizing overtime
Observed Results: Copper does not oxidize overtime

Check the following:
The world's RandomTickSpeed setting is set to 1 or higher. If it's set to 0, not only will copper not oxidize, but many other things that should happen over time will not work either, such as grass spreading, leaves decaying, and crops growing.
Ensure the copper was not waxed. It might have been waxed after it was placed (maybe by somebody else as a prank) or it might have already been waxed in inventory when you placed it. If you're not sure, try using an axe on it, then waiting for it to oxidize.
Incidentally, rain has nothing to do with copper oxidizing in the game.
As an experiment, you might want to set RandomTickSpeed to a high value, in the hundreds or thousands depending on your device's capabilities, in a copy of the world. That would make oxidation happen much more quickly.
