I was trying to build a honey bottle farm. I connected the bee hive to a dispencer and a observer. The dispencer kept dropping bottles in open blocks around it and would only collect honey when there was a open slot in its inventory instead of dropping it into the Hopper below the hive.

There are many tutorials for building honey farms available on YouTube. You might also want to check your design against a working tutorial to see if there is something you need to do differently.
