This is on Nintendo switch but not sure about other versions. I was checking out the experimental with wild update. And I came across a ruined portal that generated horizontal. I'm not sure if this carries over to non-experimental world I'll post a comment when I do. But I don't think this is intended to happen. I never heard that this could happen if it does happen. Then close this. I'm just not sure about this.

This is intentional. From your screenshot it looks like
ruined_portal/portal_10which can be seen in the Wiki here: https://minecraft.fandom.com/wiki/Ruined_Portal#OverworldIt's description is literally "An incomplete portal that has fallen backward into lava. " So, it's supposed to generate that way 🙂
