@KR_, I've deactivate both Mob Heads and Mini Blocks add-on and that seems to have fixed the issue. Thank you so much for your assistance!
Thanks for the analysis @_KR. Granted, Foxy No Tail's resource packs are still in the 1.20 compatibility, I just didn't think those would be an issue as to how mobs spawn.
I will deactivate them and check how it's going!
This is still an issue in 1.21.10.21, for me this happens with a world, that was upgraded from 1.20 (after being created in 1.18).

Adding a bit more stuff I tried.
My world is running on a BDS Linux Server 1.20.80.05 and is an "old" world - created in 1.18, the seed is -1566156127.
Locate Biome `mega_taiga` yields -1248 ~ -1248, going there and using a Wolf Spawn Egg spawns a Pale Wolf. Also, randomly spawned wolfes SEEM to be Pale as well, although I'm not able to discern whether the one I saw wandered in from a "normal" Taiga.
Using the same seed on a freshly created world in 1.20.80 on Bedrock for Windows correctly spawns a Black Wolf at the above mentioned coordinates.
I also tried spawning a Striped Spotted Wolf in a Savanna Plateau (`savanna_plateau`) at 1440 ~ -1240 with the same result.
... which was closed with "Won't Fix" 🤷♂️ Well then, nothing to see here.
Newly generated structure in Seed -1566156127 at 1176 ~ -7528 (which is the location chunkbase shows for Java 1.20 so the generation place seems to be fixed as well), now has the tower fixed!

So, 1.20.60.24 is really the Fix Version. Thank you Mojang!

This video shows XP orbs dropping in the fashion I was expecting them to. This is strange.
@Bloxurlobobo I got the same effect on the Nintendo Switch and PC, so I would think that Platform = Multiple is the better fit for this Issue.

@Mods, I guess this issue can be closed as there is now the option to turn the default port discovery on and off since 1.19.50 (See BDS-1094)
Happens for me 1.20.0 with GUI Scale 0 as well.

With Preview 1.19.10.20, in Seed -1566156127, a single Lava source block generated at 2775 -7 -2615, that flows down into the underlying portal.
With fire tick activated, the wool in the redstone room catches fire and breaks the circuits, because there's redstone dust on some wool blocks and that pops off when the wool block is destroyed.
Is that worth a different Bug report (because the source block happened to be in a very unfurtunate place) or do you want to keep this tied together with this Bug where larger areas are effected?
