When I tried spawning in the mountains, I found out that they are normal when they grow on trees, but they turn into white wolves in high mountain areas.

I cannot reproduce this. Is this still an issue in the latest release? If so, then does this only occur in older worlds generated before wolf variants were introduced, or can it also be seen in any newly generated world? If it’s the former, a copy of an affected world would be appreciated.
A video demonstrating where exactly the wolves are being spawned would also help in ruling out other causes.
Additionally, it sounds like the OP may have misunderstood the spawning mechanics for the new variants, as using the seed and coordinates they provided, the two coordinates which they list regular wolves as spawning being an “abnormality” is the intended behavior, as none of these biomes have a specific wolf variant assigned to them (thus they default to the “regular” texture).
Adding a bit more stuff I tried.
My world is running on a BDS Linux Server 1.20.80.05 and is an "old" world - created in 1.18, the seed is -1566156127.
Locate Biome `mega_taiga` yields -1248 ~ -1248, going there and using a Wolf Spawn Egg spawns a Pale Wolf. Also, randomly spawned wolfes SEEM to be Pale as well, although I'm not able to discern whether the one I saw wandered in from a "normal" Taiga.
Using the same seed on a freshly created world in 1.20.80 on Bedrock for Windows correctly spawns a Black Wolf at the above mentioned coordinates.
I also tried spawning a
StripedSpotted Wolf in a Savanna Plateau (`savanna_plateau`) at 1440 ~ -1240 with the same result.
