We are currently working on a potential tech solution to address this bug, but in the meantime you may have to dig a bit deeper to unearth the trail ruin structure fully, but it should all be there!
The trail ruins top tower structure is detached from the main structure, causing the players to unnecessarily digging and get lost mining down the stone to find the main structure. This doesn't match Java, where the top tower structure is a part of the main tower structure.
Steps to Reproduce
Find a trail ruin.
Excavate the structure using fill commands (to remove the grass, dirt, gravel, suspicious gravel, and stone blocks).
Pay attention to the structure pattern.
Observed Result
The top tower part of the trail ruins is detached from the main structure, causing the player to get lost while going down to the main structure.
Expected Result
The top tower part of the trail ruins is generated together as a part of the main trail ruins tower structure.

1.20 full release have detached tops example on new world
I don't know if this is connected to the location changes in the trail ruin, but:
Looking at the 1.20.60.24 preview, I created a new world seed 3180463398101883184, and used the locate command to find a trail ruin. It sent me to -144 (Y) -192. This is over an ocean with no trail ruin nearby.
Trail ruins are at expected locations for this seed on Java based on chunkbase.com (i.e. 72 Y -840, or -152 Y 760)
I have also noticed with the Trail Ruins fix and change to match Java positioning there are instances where the Trail Ruins structure fails to generate despite the locate command indicating there is one there. Additional example seed: 3135067324170344150, X: 1720, Z: -960.
Affects on Preview 1.20.0.25, 1.20.10.20 and 1.20.10.21.
