Sugar cane can replace leaves when generating

Sugar Cane replaces leaves when generating in the vicinity of a tree. This can cause a tree to have a hole in it and at times create floating vines on the sugar cane which is not normal and should not happen.

To reproduce:

1. Create a world with the specified seed provided above.

2. Teleport to the provided coordinates above and observe bug.

Observed results:

Sugar cane can replace leaf blocks.

Expected results:

Sugar cane should not be able to replace leaf blocks.
