Frogs lay eggs on Flowing Water

Frogs should lay their eggs in still water, not in flowing water. like a player who just puts it on still water.

Steps to reproduce: from @unknown

1. Position the water source so that there is a lot of flowing water.

2. Summon 2 frogs.

3. Feed both of them slimeball.

4. Wait a bit.

Observed results:
The frog was able to lay eggs in the flowing water.

Expected results:
A frog can only lay eggs in a water source.
