[MCPE-153079] Allay can't be given a name with a name tag

Summary:
Allay can't be given a name with a name tag.

Steps to reproduce:

Summon Allay.
Rename name tag.
Try to name Allay.

Observed results:
There is no way to give Allay a name using the name tag.

Expected results:
There will be a way to give a name to Allay, using a name tag (for example, on a shift).

I am experiencing this bug on a realm in 1.20.10, and my platform is Windows 10. Please reopen this report since it is not fixed as far as I can tell.

@unknown, Try sneaking or give allay an item and try giving it a name with a name tag.
