Found: When an item frame is directly above (in the normal verticle orentation) a chest and both chest and item frame are under water AND your avator is underwater you cannot open the chest by clicking the top of the chest. Opening the chest by cliking the side of the chest works. Moving your avator out of the water allows for opening of the chest by clicking the top of the chest.
Expected: Being able to open the chest when in or out of the water regardless if an item frame is placed above the chest or not.

In IMG_009.png My avator is underwater and cannot open the chest by selecting the TOP of the chest. In IMG_0010.PNG MY avator is not underwater and I can open the chest by clicking the TOP of the chest.
In IMG_0011.PNG the item frame has been removed, my avatator is under the water and I can open the chest by clicking the TOP of the chest. In all cases teh chest and item frame (if applicable) is under water.
