World is completely black when using resource packs

Summary:
When in a world with a resource pack enabled, everything except for the sky and UI renders completely black.

• Star Wars

• Steven Universe

Steps to Reproduce:

1. Open a world with one of the resource packs listed above enabled

Observed Results:
Everything in the world except for the sky and UI renders completely black. If the player is underwater, the issue does not occur.

Expected Results:
Worlds should render correctly when using resource packs.

Original Description:
When entering a world, everything is completely dark, only the silhouettes of the trees and animals are seen.
