Fortune works on tall flowers when aiming at the bottom half of the tall flower

Summary:
When breaking a tall flower with a Fortune tool while aiming at the bottom half of the tall flower, multiple tall flowers are dropped. According to MCPE-153972, the Fortune enchantment should not affect the drop rate of tall flowers.

Steps to Reproduce:

1. Enchant a pickaxe with Fortune (preferably Fortune III)

2. Place a tall flower (sunflower, lilac, rose bush, peony)

3. Switch to Survival mode

4. Aim at the bottom half of the tall flower and break it with the pickaxe

Observed Results:
Multiple tall flowers are dropped.

Expected Results:
Only one tall flower should drop.
