I am unable to make a new skin

so the problem at hand is as follows. When I go into the "Dressing Room" the standard 5 slots in which I am able to make/import a skin greets me, however though i wish to make a new skin (which I certainly have the space for) the button marked "Create Character" has been greyed out thus denying me the ability to do so. naturally this is perplexing me but I dear hope I'm not the one who just doesn't understand the function of the game in a sense of that direction. (this only started since the last update that patched some glitches).
