Water fog disappears with Darkness effect

Lava, water and Powder snow fog disappear with darkness effect

Steps to Reproduce:
1.Use the command /effect @s darkness
2.Get into lava, water or powder snow

Observed Results:
Lava, water and Powder snow fog disappear When the player has the darkness effect

Expected Results:
Lava, water and Powder snow fog remain even having darkness effect

Notes: As of 1.19.10, this issue only occurs with water.
