As the title says, pillagers do not spawn at pillager outposts. This was discovered in a bedrock dedicated server, although I do not know if it is specific to BDSes. I only noticed it in 1.18.31, however I did not visit any pillager outposts in 1.18.30, so it could have been present then as well.
