Detector rails do not power adjacent powered rails upward on slope

A minecart on the detect rail, the detect rail sends redstone signal to near power rail. But the power rail is upper, the detect rail doesnt send redstone signal to near power rail.

steps of Reproduce

  1. Put a power rail on some blocks

  2. Put another power rail, farther than first step rail one block and upper than first step rail one block

  3. Put a detect rail between first step power rail and second step power rail

  4. Put a minecart on the detect rail

  5. the detect rail may not send redstone signal to upper power rail

Does this phenomenon work as intended? I am very inconvenient when I build railway.

Confirming because the Java project has an open report on this same issue (MC-3430). This was reported for Bedrock at MCPE-18950 but that report has not been updated in a long time. Detector rails have always behaved that way and the behavior is logical based on how redstone powering works, as explained by Pho in the comments on MCPE-18950.
