after the release of 1.19, there is a bug where behavior packs can not load and import well. I do not have a duplicated Beh pack. The bug also occurs in the 1.19 preview. Resource packs works on IOS 13 or less but not Beh packs on IOS 13 or more.
Steps:
Download any behavior pack that you want (For example, download a custom block behavior pack)
once it is downloaded go to documents app and make sure that it is a mcpack file, not a zip file
share it to Minecraft
Just remember that some behavior packs does not work, tested some because they were not compatible with the new 1.19 update version. Test any behavior packs that you can find, and show me the picture.
Expected result: behavior will load and import well.
Actual result: behavior packs will have a error message and not load and import well

Step one. Find your mcpack.
Files>Recent
Note! Do not click on your mcpack while in “Files” app
Step two. Hold your finger on the .mcpack for about 2-3 seconds.
Step three. Press move.
Step four. Follow these instructions.
Files>On My (Device)>Minecraft>games>Com.Mojang>(resource or behavior)_packs
Step five. Repeat one more time for the other .mcpack file.
Should work.
