[MCPE-157328] Cannot create a survival flat world.

When starting a new world, if you switch to "flat" world type it changes to "creative"game mode. If you switch back to "survival" it will switch back to "infinite" game type.

I don't fee like this is a feature. I don't see what the advantage is to disallow creation of flat survival worlds.
