I have 64 bit android phone and my friend has 32 bit windows laptop. It won't work. I tried android 32 bit from https://www.android-x86.org/ installed in my laptop. It worked. (with the same friend from the internet)
NOTE: I can join friends with 64 bit windows, 64 bit android, and 64 bit ios. I USE 64 bit for my life

1. My friend has other 32 bit friends joined already.
2. My friend admitted that BDS (bedrock dedicted server) is not compatible with his/her computer because of architecture.

Yes on dedicated servers if they are far away and listed on your friends list. If you manually type the IP, no problem. But lets focus on the joinable friends, not on typable IPs.
I am not sure about the 32bit and 64 bit things though. Please observe thoroughly with this steps on your side.
Get a 32bit computer with 32bit Minecraft, get a 64bit computer with 64bit Minecraft. You can do this on vm if your rich.
Get a lot of friends. Try 10 friends at least.
Go get a paper, write their gamertag in a table with rows: joinable on 32bit, joinable on 64 bit, joinable on both, not joinable.
Chat your friends asking if they got 32bit, or 64 bit.
