[MCPE-157907] Mobs do not enter a boat when leashed

Frogs are not giving “leash” option when trying to be leashed. Also not entering boats when lead to them.

Nothing enters a boat when leashed. Leashing a mob is a way to remove it from a boat or minecart.

Please make sure to create one ticket per each issue. This current ticket is now focused on not being able to lead mobs to boats (this affects more than just frogs). If you are still experiencing the issue with not being able to leash a frog, please create a new ticket for it.
