[MCPE-158133] Skins won't load/aren't saved

Any skins previously saved in the character creator, both custom and uploaded, are erased and unable to be edited or uploaded. Skins do not load even after an hour of having the game open. Additionally, the marketplace, while the animated banner is shown, will not open. All preferences in Minecraft and Xbox are allowed, accounts are merged and verified, yet the issue persists.

Edit 1; For a brief period after submitting this report, the issue was fixed and my skins loaded. Now, the issue is back.

Alright I don't know if I need to make another issue or what but it's doing it again. Whatever you did last time worked for a little bit but now the skins and marketplace aren't loading again, even when I wait. I'd like to not have to constantly make the custom characters over and over, please.
