Splash screen always loads twice

Has been present for many versions now.  The splash screen (if one is present) appears twice which is fairly annoying.  By splash screen I mean say there is a new skin pack Mojang want to promote, that screen that appears before the menu.  When you click continue or press the "B" button it just appears again.  I am not sure if it is the same bug or a different one (mods please help me out here) but it is that splash screen that displays (if one is present) when you go to "What's New" to try to see the release notes.
