[MCPE-159518] Glitched generation- sea grasses on top of others

The sea grass is generating on top of more seagrass.

Steps to reproduce:

1) Open Minecraft on Xbox.

2) Make a world with the seed “ocean monument ahead”.

3) Look for the generation glitch(es).

Expected result:

No glitched seagrass.

Observed result:

Seagrass appears on top of other seagrass.
