/locate not working on 1.18 worlds ported to 1.19.10

The command was changed from "locate X" to "locate structure X". You can see that pop up as an option in the video you posted. 
This is not a bug and is explained in patch notes.

That ticket has already been resolved as Fixed. Please check the Fix Version/s field in that ticket to see in which version this behavior was or will be fixed.
