The structure is still able to be found, and does not effect only upgraded worlds.
This is a different chunk coordinate targeted by the locate and eye of ender not listed in patch notes. (pre 1.19 vs 1.19)
I will add an edit with more information for all of you to try and test.
The command was changed from "locate X" to "locate structure X". You can see that pop up as an option in the video you posted.
This is not a bug and is explained in patch notes.
