I am trying to use chain command blocks (facing the correct way they are supposed to) and I am using a lever to activate the command blocks yet they are not working, and I have even restarted my Minecraft and the issue has not resolved, please look into this Mojang!

Can you please provide an explanation on what exactly are you trying to achieve with the commands? Also, did you ensure that each chain command block is pointing at the next command block?
