Mud brick lower slab leaks when waterlogged

Unlike other lower slabs, mud brick slab leaks when waterlogged. 

To reproduce a bug, first place a mud brick lower slab surrounded by any blocks, with air blocks below. Waterlog slab and see water flowing down.
