Effect particles are created from the player in the spectator

Summary:
Effect particles are created from the player with effect in the spectator.

Steps to reproduce:

1. Give yourself some effect without turning off the particles.

2. Switch to spectator mode (/gamemode spectator).

Observed results:
The player can create effect particles in the spectator.

Expected results:
The player will not create effect particles in the spectator.
