The falldamage false gamerule should also work with the elytra to avoid damage when crashing, and/or a new gamerule should be added to activate or deactivate the damage caused by hitting a wall while gliding.

The damage you take from crashing into a wall with an Elytra is kinetic energy damage, not fall damage.
(<player> experienced kinetic energy/<player> experienced kinetic energy whilst trying to escape <player/mob>) (crashing into a wall isn't falling) If you want a gamerule to be added for this then suggest it on Minecraft Feedback instead.

However, this issue has been closed as Working as Intended.
Hitting a wall at high velocity is not the same as fall damage.

Fall damage is falling to the ground from height. Elytra damage is kinetic energy damage and I wouldn't expect it to be prevented by fall damage. Therefore, what you have here is a feature request not a bug and should be posted on the feedback site.
