Water fog is removed in spectator mode

The water fog in spectator mode no longer appears in spectator mode, despite the fact that it is not subject to fog removal on Java.

How to Reproduce
1. Create a new world with spectator mode experiments on
2. Set yourself to spectator mode
3. Find yourself a body of water, ocean/river.
4. Submerge into it

Observed Result
The water fog no longer render in spectator mode.

Expected Result
The water fog should still render in spectator mode.
