This looks like intended behavior based on MCPE-60483. However, it’s not clear whether that issue is properly fixed or if moving block interactions are just broken: see MCPE-156031 and MCPE-160263.

However, this issue has been closed as Working as Intended. Blocks that are not Honey Blocks are not meant to move entities with them when pushed.
