The world was just made yesterday and it appears on multiple seeds the seed I don't know because it is my friends realm
Finding azalea trees in 2 blocks of water is expected, see this comment.
Does this issue occur on a new world at that location with the same seed?
If so, what is the world seed?
Otherwise, this was probably generated prior to the fix for MCPE-125919.
