Summary:
When you press "Create New" in your worlds menu, "My World Templates" menu does not show up if you are offline (only "Create" button shows up) meaning that you cannot create Worlds you downloaded from the Marketplace unless you are online even though they should be available because you already downloaded them from the Marketplace.
Steps to Reproduce:
Open Minecraft while you are offline.
Click "Play" to open your worlds menu.
Click "Create New" button in your worlds menu.
Observed Results:
Only "Create" button shows up and "My World Templates" menu doesn't so you can't play downloaded Marketplace content while being offline.
Expected Results:
"My World Templates" menu should appear regardless of being offline or online.

Cleaning up old tickets: This ticket had been set to 'Awaiting Response', but has not received a response from the reporter (~3 months+) so is being closed as Incomplete. If you feel this is still a valid issue then please comment, or create a new ticket following the Issue Guidelines which includes steps to reproduce the problem.

It is still an issue in 1.20.12. When I load the game offline, there is no way to create a Marketplace world due to this issue so you should reopen it. I want to add that they still appear "settings">"storage">"world templates" while offline but the only option is to delete. No option to create the world. Sorry for the late reply btw.
