[MCPE-162448] texture packs settings are not retained between sessions

somewhere in the caves and cliffs updates, minecraft has stopped remembering the global settings between play sessions. not just for myself, but for friends as well.

global settings used to be retained between log outs, and it would be great if we could get that functionality back
