Items don't stack together when dropped

The report you have submitted is working as intended: this was an intentional change stated in the 1.19.30 changelog:

• Item stacks now are merged together after assigned tick threshold

Please note, that mechanics of the game may change between updates.
Things such as graphics, sounds, world creation, biomes, redstone, villagers, and animals may not work the same in current versions.
