Chat jumps to bottom when scrolling through recent messages

i think this is intentional but it is very annoying

I could confirm this issue in 1.21.44 Android with mouse connected that i tried to scroll up to previous message in some servers

Steps to reproduce

Server Method:

1. Open any Servers (Hive, Cubecraft, etc.) Then Open Chat to see the messages

2. Wait for many message sent from other users and Scroll/Move to top of message until a new message income to observe the issue

Command Block method:

1. Use a Repeat command block Then Type the /Say for example message

2. Click The Lever to activate the Message loaded and Open the Chat until scroll bar appeared then scroll up to top previous message nearby

Observed Result: ❌ The top previous message will goes jump into new message.

Expected Behavior: If a Move to top of previous message, Will never going to jump to new message and stays only the same place of previous message.
