It appears to happen to all types of fences as well. And as roody415 said, it affects trapdoors too. And all types of trapdoors. It also seems to depend on the direction of the trapdoor. If you place a trapdoor facing east or west, it is dark as you said, but a trapdoor facing north or south is still dark but it's slightly lighter.

However, this issue has been closed as Working as Intended.
The fence looks like this because the block above it is casting a shadow. This behavior is consistent between Bedrock Edition and Java Edition.
