[MCPE-163413] Conduit power not working when raining

Conduit power not work sometimes when player is under rain.

This bug is completely random.

Iface this bug 2 time.

The conduit power normally work under water but not work under rain.

This is probably a side-affect of MCPE-131325, where it only appears to be raining. I tested this and it works just fine in the rain.
