Downloading a world off your realm will rid the use of the /setmaxplayers command.
I downloaded a world off of my realm the other day. Then, I open the local world. Then, typing in the command: /setmaxplayers 'argument', I found that the command does not exist.
My assumption is that this command is taken away when on realms, because realms are only limited to '2 or 10 players', and using the setmaxplayers command would overwrite that. However, I guess there isn't a system that brings back the tag when downloading the world off the realm.

Steps to Reproduce
Create a world (With cheats enabled)
Join the world and make sure the /setmaxplayers command works in the first place.
Upload the world to your realm.
Make sure cheats are enabled on your realm.
Join the world
Leave, then download the world off of your realm. (This will put the world hosted on your realm back into your worlds tab)
Make sure cheats enabled is still on.
Join the downloaded world
Type in the setmaxplayers command.
Observed Result
The command doesn't exist anymore

Are cheats enabled from the creation of the world, or were the cheats enabled only after downloading the world from realms?
I could not reproduce on my worlds. I can set max players with the command on a downloaded world (created on realms).
@v-magwar yes, cheats have been enabled throughout the entire journey of the world. I updated the evidence to a youtube video where I explain the issue more in depth.
As you may know, as a workaround, once I made myself a member and then an operator, I was able to use it.
I had my cheats turned on in my world, even after when the world was downloaded from the realm, it won't do well. I tried doing /setmaxplayers command on Bedrock when cheats were turned on, it then keeps saying "Unknown Command". I dont know if that command needs permission when I'm the owner of the world or if it did exists or not. I was using /setmaxplayers 12 on a command that had cheats on as always, but it looked like the same issue here anyways. It also had a problem that /setmaxplayers was not there in my command list with cheats turned on, even with /op and /deop. Although, /op and /deop does not exist in the downloaded world from realms. The world I downloaded from the realm does not match the other worlds I own in world settings. Some downloaded worlds only matched with realm settings I own.
Do you have cheats enabled for the world? This is required to use the /setmaxplayers command.
