It's been a long time since texture bugs started to appear in Minecraft 1.18+ and 1.19, that blocks didn't appear or a texture appeared with update, and many other people passed by same thing, and this is very annoying, and it gets in the way of people who want to play quietly! I'll be sending you some images for you to understand better, the broken blocks are the ones marked in white:

I think that's a problem with your data pack not your game.
