Dispensers dispense tnt into blocks incorrectly

Dispensers incorrectly dispense tnt when blocks are directly around the dispenser. The tnt in prior versions, such as 1.18, would be dispensed directly above the block in front of the dispenser. In versions 1.19 and above, the tnt is dispensed randomly along the x axis.
