[MCPE-163613] Missing Founder's Cape

I am sure this has been submitted before, in some capacity. But in short, I have been missing my Founder's Cape for about 2 years. I had it before, and I've had it since Bedrock came free to Xbox. I assumed this would be resolved but I have not seen anything about it. I did not explain this sooner since I barely played the game. Did the requirements to earn the cape change? If not, is there any way to get it back?
