I bought 2 texture packs and have been trying to get then to download for a week now. The only download through step one and get stuck. It won't get to step 2 in downloading the whole texture packs.

We're tracking this issue in MCPE-54531, so this ticket is being resolved and linked as a duplicate.
You might like to try clearing the Marketplace cache to see if that helps:
Navigate to Settings > Storage
Press the Clear Marketplace Cache button at the top
Exit Minecraft and restart your device
